Over the past few months the city has been working to understand the community’s needs and vision our economic and development plan for the future. This work has included the city surveys that went out and most recently hosting the Minnesota Design Team May 19-21. The process included presentations that highlighted the communities current organizations and assets, a city tour and a community input session on Friday night. The design team then synthesized this information to provide a suggested development plan that took into consideration the community’s core values and needs. The attached presentation is a summary of their visit and design ideas. For more information stop in City Hall.

The City of Silver Bay, in partnership with Lake County Housing & Redevelopment Authority, has developed a neighborhood revitalization mini-grant program to help make improvements to the exterior of properties within the city limits of Silver Bay. Residents and businesses are eligible to apply. No income limit. The maximum grant request per household or business is $500. Applications and information are available at City Hall or you can download the application here. The City will begin accepting completed applications at 8:00am on May 2, 2022 and review will be on a first come, first serve basis, while funds are available. Priority will be given to first-time applicants. Emailed applications will not be accepted.
A Survey of Silver Bay Residents
In preparation for a visit by the Minnesota Design Team in Spring 2022, the City surveyed residents and businesses on a variety of topics. The link below provides results from a survey that focused on resident opinions concerning the City’s downtown area.

The City of Silver Bay Economic Development Authority 2022 New Home Grant Program’s purpose is to aggressively promote the construction of new housing units in the City of Silver Bay.
Individuals, builders, developers or companies who agree to construct a new home, townhome, condo or apartment unit in the City of Silver Bay in 2022 will receive a cash grant upon completion of the home/unit in the amount of:
- 10% of the home or unit’s assessed value; or
- 15% of the home or unit’s assessed value if the owner agrees to occupy the home as a homestead residence continuously for 10 years.

The program provides financial grants to be used towards energy costs for residential heating bills. Additional funds are available for crisis situations and energy-related repairs.
Energy Assistance Program (EAP) Facts:
- Renters and homeowners are eligible.
- Assets such as the home are not considered in determining eligibility.
- Grants range from $300 to $1600, based on household size, income, and fuel cost.
- In addition to the initial grant, additional crisis funds are available to:
- Help pay a past due bill or get an emergency fuel delivery.
- Help homeowners get their broken furnace repaired or replaced.
Apply by September 1, 2021
If you purchased a home within the city limits, don’t forget to transfer the city utilities into your name. There is a Transfer of Service form that will need to be completed. There is a $25.00 fee to transfer the services. Make checks payable to City of Silver Bay. The completed form and payment can be dropped off or mailed to City Hall, 7 Davis Drive, Silver Bay, MN 55614.
The City of Silver Bay would like individuals interested in serving on various City Boards and Commissions to submit application. These Boards and Commissions are the working boards to recommend action to our City Council. Meetings are typically quarterly or monthly depending on the Board. There may be special meetings called, but are only on occasion. All you have to do is be committed to attending the meetings, engage in conversation, bring forth and be open to ideas, and be willing to work towards the betterment of our community.
